ICA3PP 2009 is the ninth in this series of conferences started in 1995 that are devoted to algorithms and architectures for parallel processing. ICA3PP is now recognized as the main regular event of the world that is covering the many dimensions of parallel algorithms and architectures, encompassing fundamental theoretical approaches, practical experimental projects, and commercial components and systems. As applications of computing systems have permeated in every aspects of daily life, the power of computing system has become increasingly critical. This conference provides a forum for countries around the world to exchange ideas for improving the computation power of computing systems. Papers will be reviewed internationally and selected based on their originality, significance, relevance, and clarity of presentation. Each paper will be reviewed by at least three reviewers. The conference proceedings of accepted papers will be published in the Springer-Verlag Lecture Notes in Computer Science (LNCS) series. Proceedings of ICA3PP '09 are to be indexed by EI and DBLP. Selected papers that are presented will be published to a special issue of some International Journals. Following the traditions of the previous successful ICA3PP conferences held in Hangzhou, Brisbane, Singapore, Melbourne, Hong Kong, Beijing and Cyprus, ICA3PP 2009 will be held in Taipei. Taipei is a vibrant blend of traditional culture and cosmopolitan life. Taipei is the political, economic, educational and recreational center of the country, offering an array of significant cultural sights. A more recent cultural focal point in the city is the National Palace Museum, which houses hundreds of thousands of Chinese antiques and art works. The 101 tower is the highest building in the world currently, surrounded by a lot of department stores. The objective of ICA3PP 2009 is to bring together researchers and practitioners from academia, industry and governments to advance the theories and technologies in parallel and distributed computing. ICA3PP 2009 will focus on two broad areas of parallel and distributed computing, i.e., architectures, algorithms and networks, and systems and applications. The conference of ICA3PP'09 will be organized by the National United University and National Taiwan University of Science and Technology.
